Williams was allegedly under the influence of alcohol and marijuana when he lost control of his car on U.S. Highway 68 in Palma, killing Michael Hoy, Jr. and Kaytlin Lamb.
Marshall County deputy sheriff Mark Balentine testified yesterday that Williams had admitted drinking alcohol and smoking marijuana on the evening of the accident. Toxicology reports are not back from the state police crime lab at this point, however.
A witness, skids on the roadway and the car's computer all indicate Williams was driving between 70 and 80 miles per hour at the time of the crash.
District Judge Jack Telle forwarded the charges against WIlliams to the grand jury for consideration. Commonwealth Attorney Mark Blankenship has previously told The Tribune-Courier that grand juries in Marshall County have not hesitated to uphold murder charges in these types of cases.
Telle also kept Williams' bond at $100,000 cash and he remains in the Marshall County jail.
Williams is also charged with first-degree assault, first-degree wanton endangerment, driving on suspended license and a second count of dui with aggravated circumstances.
If indicted by the grand jury, Williams will appear before Judge Dennis Foust in Marshall County CIrcuit Court on November 7.
