Fiscal court passes budget

County Commissioners passed a preliminary budget of a total of $15.44 million for the next fiscal year at a Monday meeting.

The budget includes $7.7 million in the general fund, $3.7 million for roads, $2.15 million for the jail, $150,000 for grants, $671.000 for 911, $103 million in the occupational tax administrator fund and $7,110 for veterans’ transportation.

“Our reserves are not where we want them, but they are building back up to better levels,” Judge-Executive Mike Miller said. “All-in-all, it’s a close budget, but a good budget.”

Miller said the budget included line items for the purchase of new utility vehicles for the parks department, and some funding for a vehicle for the animal shelter. County employees will receive a three percent raise, after seeing no increase in the current budget.

County Treasurer Emily Martin said the county has been able to increase reserves to close to $1 million. The purchase of new mowers has been deferred. A Kentucky Industrial Revitalization Act payroll tax rebate has also expired, meaning the county could see an additional $250,000 in payroll tax.

“The state has decided not to renew contracts with private prisons,” Martin said. “Our jail will see more state inmates, meaning the county can reduce the jail subsidy.”

Martin said the county will also enjoy a one-time payment of $60,000 from the county clerk’s office for additional fees and a $90,000 payment from the Marshall County Sheriff’s Department.

“I really have to commend every department for saving money here and there.” Martin said. “They’ve saved the county a couple of hundred thousand dollars.”

Miller said the county is using fewer workers in every department. Several positions have been eliminated through attrition.

“We will continue with our hiring freeze for now, but revisit it as needed, on a case-by-case basis,” Miller said.
